Steps to make rosette ruffles:
Step 1: Roll out fondant thin and evenly
Step 2: Cut fondant strips with cutter
Step 3: Roll toothpick along one edge of the strip to add the 'ruffle'
Step 4: Brush water on a a fondant-covered cake
Step 5: Wind a small center with fondant on the counter, place in middle of desired cake area, and add additional layers around it
